Plenary Reform Silences Parliament’s Opposition

Strasbourg, 18/06/2026 - Patriots for Europe strongly opposes the proposed changes to plenary debates in the European Parliament. While presented as a technical reform to improve “predictability”, the proposal reduces opportunities for democratic debate, weakens the role of elected representatives, and further concentrates influence in the hands of unelected institutions and procedural authorities.

The proposed fixed end times and stricter speaking limits inevitably resulted in less time for Members of the European Parliament to speak. When speaking time is reduced, it is most often opposition voices that lose out, while the governing majority remains protected.

Particularly concerning is the proposal allowing the European Commission to intervene both at the start of debates and repeatedly throughout them. An unelected institution that proposes legislation is being granted greater speaking privileges in the very chamber responsible for holding it accountable. While elected representatives face tighter restrictions, the Commission is given an expanded platform. The Patriots Group is in favour of the Commission and the Council replying to what members actually said instead of reading out prepared statements at the end of the debates, but their speaking time should be limited and strictly enforced.

This week has already demonstrated the risks of concentrating speaking-time decisions in the hands of the Chair rather than the political groups, in particular regarding blue cards and ‘catch the eye’. Increasing the Chair’s authority to determine who may speak creates opportunities for politically motivated exclusions and the silencing of Members with differing views. Several Patriots for Europe MEPs experienced reduced opportunities to speak during this week's plenary sessions.

Patriots for Europe will continue to oppose any changes that reduce the voice of elected representatives and strengthen the influence of unelected bureaucracy at the expense of democratic accountability.
