Patriots Call for Separate, Fully Funded Agricultural and Fisheries Policies in the Next EU Budget

Strasbourg, 23/10/2026 - Following the latest inconclusive meeting, the Patriots Group expresses serious concern over the lack of progress in negotiations on the National and Regional Partnership Plans (NRPP) and the future funding of the Common Agricultural Policy (CAP) and the Common Fisheries Policy (CFP).

European farmers, fishers, and rural and coastal communities need clarity, predictability and adequate support. Food security and the viability of our farms and fishing fleets require dedicated policies backed by strong budgets.

The Patriots Group calls for agricultural and fisheries funding to remain separate from the NRPP, with distinct financial envelopes safeguarding each sector’s objectives. Integrating this funding into broader national plans risks weakening both policies, increasing fragmentation between Member States and undermining fair competition.

The CAP must retain its genuine two-pillar structure, covering direct support and market measures under the first pillar and rural development under the second. Fisheries must retain a dedicated funding framework adapted to the sector and coastal communities.

Both budgets must, at a minimum, preserve their previous real value by fully accounting for inflation. The proposed cuts are unacceptable, with fisheries facing an even greater reduction. Rising costs, administrative burdens, market volatility and international competition already place considerable pressure on both sectors.

The Patriots Group therefore urges the rapporteurs to reflect the demands set out in our amendments and the concerns shared by a majority of political groups in the negotiations and proposed compromises.

Our position is clear: agricultural and fisheries funding separate from the NRPP, a two-pillar CAP, a dedicated fisheries framework, and distinct budgets that preserve their financial strength in real terms.

European farmers and fishers need certainty. Their concerns must be heard and reflected in the final agreement.
